Dear All,

The department of Revenue is holding a consultation from 1st – 2nd February in

the Main Committee Room, Parliament House Annexe, New Delhi. The purpose of the

consultation is to finalise the draft National Policy on the Narcotic Drugs &

Psychotropic Substances (NDPS) Act (1985), prepared by the Department of

Revenue. Dr Rajesh Kumar, the Secretary of Indian Harm Reduction Network, has

been invited to participate in this meeting and we invite you to provide issues

for discussion that he can raise on your behalf.

Subject: National Conference to discuss National Policy on NDPS.

Sir,

As you are aware the worldwide approach towards Narcotic Drugs and

Psychotropic Substances is to ensure their availability for medical and

scientific purposes, while simultaneously preventing their abuse and

trafficking. This is one of the guiding principles behind enactment of the

Narcotic Drugs and Psychotropic Substances Act, 1985, in the country, as well as

other enactments relating to drugs. Different dimensions of the Narcotic Drugs

and Psychotropic substances and the activities related thereto viz.

administration of the NDPS Act and Rules framed there-under, drug supply

reduction, drug demand reduction and legal production, trade etc. are being

handled by different Ministries/Organizations in the Government of India as well

as by the State Governments/Union Territories

Administrations.

2. In order to have uniformity of approach and a well coordinated

action by all Central and State Government Ministries/Departments/organizations

in the matter, a draft National Policy on NDPS has been prepared by Department

of Revenue. Further, a 2-day National Conference is being organized by DoR on

1st & 2nd February, 2011 in the Main Committee Room, Parliament House Annexe,

New Delhi so that policy could be finalized after discussions with all

stakeholders.

3. One segment of the policy deals with nature and extent of drug

abuse in the country, and aspects of drug demand reduction. This is proposed to

be covered on the 2nd day of the conference i.e. on 2nd February 2011. It is

felt that inputs from the NGOs working in this area would add value to the

deliberations and consequently to the National Policy as well.

You are accordingly invited to attend the conference and share your experiences

in the aforesaid session.

4. The Department of Revenue will reimburse the expenditure of one

representative of your organisation, which includes travel expenses (Economy

Class return fare by Air India or AC-II Tier by Train), cost of stay in any

hotel / guest house (not exceeding Rs.1500/- per day – maximum two days), food

bill (not exceeding Rs.200/- per day – maximum two days), and local conveyance

(not exceeding Rs.150 /- per day – maximum 2 days).
