I have built one several months ago, but still do not get resonance that I can count on....Does anyone have a good test to put on the plates that give a definite yes and a definite no?

Getting a definite yes or no depends on the tester.

For a 'loud' Positive, you can use two small plastic cups with a copper penny in each. Put water in to cover pennys. Put one on each plate and test. You should get a forceful reponse.
