Dye pens, they look like paint pens and are available at fabric and

craft stores, work well on fabric as well as stroller

upholsteries/canopy. I would think thats your easiest and safest

option. Never thought to do that but i did paint my sons band blue

twice and decoupage the whole thing as well and the strap always stood

out so bet that will be cute, share pics if you do it

I haven't tried it, but I'm sure a fabric paint/pen/marker would work fine. Just

be careful to consider that the velcro will be fastened looser or tighter after

each check-up/shaving inside the helmet. So, you might want to leave a little

unpainted to the paint doesn't end up against your baby's skin. Again, I haven't

tried this myself, but I'd think a cm or so unpainted would be enough.
