Doctor accused of doing needless surgeries

The former chief of staff at Tulare District Hospital is being accused

of gross negligence by the state's medical board for performing

unnecessary operations on at least seven patients.

The medical board filed a formal complaint July 24, 2003, against Dr.

N. Foxley of Tulare. An amended complaint was filed on Dec. 8.

In the complaint, Foxley is accused of performing vaginal hysterectomy

procedures on seven women who did not need the surgery between Nov.

12, 1997 and Nov. 16, 1998.

Mother of three Kim Lyon is prepared to handcuff herself to a surgeon

at Torbay Hospital rather than wait until September for an operation.

The 36-year-old, who is waiting for a hysterectomy, says she is

suicidal because of the pain. At the same time Mrs Lyon, of The Reeves

Road, Chelston, Torquay, is caring for her young family and her

seriously disabled husband, who is a hemiplegic spastic, meaning one

side of his body is affected, and has recently had to have an arm

amputated.
