It wasn't a state agency, but if a holiday was on a Saturday then we got the Friday off, if a holiday was on a Sunday, then we got the Monday off. So those of us who actually work the "real" holiday get it stucked up their asses. Now that my hours are changed, I've got mondays off. There goes any holiday pay I was getting!
