Need help soaking casts off

How ironic there has been this whole discussion about soaking casts

off. Tommy's casts have slipped a little...his toes look like they

tunneled in about 1/2 inch. I called Dr. Herzenberg and he said to

soak them off as they may be doing more harm than good. Can anyone

tell me how to do this? How much vinegar? Do you just pull the

casts off or cut them? And if I cut them what do I use, a regular

scissor? How long should it take? Thanks in advance.
