/ medicare is federal but medicaid is run by the states and each state is different with their rules so you cant compare a friend who lives in one state with one who lives in another state when it comes to medicaid

I do understand that it is different in all states. But there is something that can be done in her state. Keep calling your social security and see if they will help you. It is true I don't know that laws in your state, but I can try and help you from here if I can.
