It is for kids who are eligible for SSI by virtue of being " institutionalizable " but their parents make too much money for SSI. The child meets all qualifications for SSI and while they don't get a monthly income, they do get Medicaid. That is a great thing for many families, because it supplements your regular health insurance, and Medicaid in most states WILL pay for hearing aids, FM systems etc, extra therapies etc. When I mentioned " institutionalizable " think if your child would be eligible to attend your state's residential school for the Deaf. If so, they would most likely qualify. In GA we go through the state dept of family and children services to apply for the Deeming Waiver. I think part of that is actually applying for SSI and getting turned down for reasons of too high of income. It is also called the " Beckett " waiver by a lot of people.
