hospital-based system fitting that criteria.

This is an error generated by your server - see the bounce. Server:

mail.granitesolution.com believes you are " relaying, " in other words,

that you don't have permission to use that server (though by your

email address that's not true) to send mail from wherever you're

sending from to anywhere else. It's not a problem on wes's end, it's

a problem on your end. Contact the admin for

mail.granitesolutions.com and tell them you're getting a relay error -

they should know what to change on the server (or your client) to fix

it.

Wise County has had either a combination hospital/county runs system or a

county run system since the mid-late 70's. The care there has always been

above the SOC. Good, long-term medics. So my question is this: What has

changed so much that it is causing them to look at other options. There are

two old adages that apply to this situation; " If you put money, ego's and

EMS together, the patient looses " and " You get what you pay for " .

I was with you until you hit the civil service button. Believe me, I was at one

time

in favor of civil service. As a matter of fact I became a EMS provider vs a

Fireman

provider when they took all of the medics out of the fire department and made

them a

seperate city service to break the union numbers right before a civil servie

vote. I

have found that hard honest work and hard justification has taken me and my

employees

as far as civil service could have.

Each person has his own experiences. Civil Service isn't a must-have,

but for many public safety professionals it has been a career-saver

when faced with those difficult, unexpected situations that come up,

require a judgement call and someone " above their pay grade " disagrees

with the judgement or outcome. Cities and counties still villify it

as a way for the lazy to stay employed, or as a way to cover up

workplace mistakes, or to avoid ever getting fired - but that's not

the case. Civil Service commissions are responsible to the public

they serve and the elected officials that appoint them - they provide

a buffer in which a public safety worker can have a shot at getting a

fairer deal. If your service has a great reputation and repoire with

your local voters and elected officials, and can provide them the

" personal touch " that maintains that relationship, civil service

probably isn't needed. If, on the other hand, it's a constant battle,

civil service can help stabilize the foundation, so to speak, and

level out the playing field.

It sounds to me like you would like Careflite to take over Wise Co so you could

shorten your drive to work and show the people of Wise County what the Care in

Careflite means. Also, I fail to see how your comments have put it all " in

perspective " .

crews that they are used to seeing with maybe a few people that would love to

come to Wise County and show them why Care is the first part of Careflite.

Putting all the e-mails together, it sounds like an RFP is going out. With

that in mind, the WINNER would take over the contract, and that isn't

necessarily Careflite. It could very well end up being " Bob's " EMS, or some

other here-today, gone-tomorrow provider. I pray that Wise County will look

at more than just the bottom dollar.

One also wonders if the county will compare the proposals with the current

service levels and costs of Wise County EMS.

On a cynical note, I've noticed that many (but not all) private contracts follow

this route...

1) Private service claims they can do the job at a lesser cost. Elected

officials fail to establish a public EMS system or dismember the current public

EMS agency.

2) Private service claims unexpected costs are making the service economically

unviable. Elected officials are faced with increasing the subsidy or cancelling

the contract. Subsidy increased.

3) Private service repeats step #2 until

a) contract expires and they don't rebid.

B) the government agency cancels the contract.

c) investigations into the billing and/or patient care provided by private

service.

d) private service pulls out and assigns the contract to a different

private service.

4) Typically, most government bodies repeat this cycle with a new vendor.

say that every job has its ups and downs but Careflite as a whole is a

great

company to work for. I do not know what will happen with Wise County but I

not better than what the County has now because it will still be the same

crews that they are used to seeing with maybe a few people that would love

to

come to Wise County and show them why Care is the first part of Careflite.

I see what you're saying Wes, but I tend to disagree somewhat. I think

private EMS can work. But the lower bidder concent has never been one that

works. Not for EMS, not for tiolet seats, not for anything. Having managed

a private service through a bid process I'll say to you what I said to the

county judge. If 5 other counties of your size are paying 500k in subsidy

and provider X says they can do it for 75k, be very leary, because you get

what u pay for, and provider x will be back next year asking for more.

could shorten your drive to work and show the people of Wise County what

the

Care in Careflite means. Also, I fail to see how your comments have put it

Mike -- having worked as an attorney dealing with government contracting, I can

tell you that the real trick is in how the city/county bids the contract. Look

at the evaluation criteria. As price becomes weighted more and more in the

criteria, you'll see the model I'm talking about. If the county/city looks at

the bidders' proposals in whole and developed a good RFP to begin with, you'll

see less of the problem.

The solution -- talk to the city/county attorney for advice. (Did you expect

anything different from me?) That is, presuming the attorney has any knowledge

of procurement law and policy

For those too young to remember, this is not the first 911 contracts that CF

has had since its creation in 1979. They had County, Rockwall

County and Grand Prairie at one time or another in the early to mid 80's.

The reason they got out was because at that time the contracts in those

areas were not economically feasible. I know that over the past couple of

years there has been a great deal of internal conflict at CF. I have not

heard anything good or bad about the County operations but I think

you need to compare apples to apples when you are looking at the difference

between a public service and a private service. Not all is as it appears on

the surface.

In my limited experiences, most county attorneys have NO idea how to bid an

EMS contract, and smaller communities will NOT pay for a good consultant.

It's a shame.
