We had good luck with Willmar Regional Treament Center (usually full for adolescent girls) but I hear that Brainard RTC is good and there are facilities in Duluth and St. Cloud. In Minnesota the RTC's tend to be in smaller towns outside of the Twin Cities metro area. You could try calling a childrens mental health social worker in Ramsey, Hennepin, or Anoka county (Twin Cities metro area) and pick their brains. I am talking about public facilities, not private.
