We must do our trades with in the same 40 hour pay period as my department

goes under FSLA, which to paraphrase, any hours over 40 worked in a 7 day period

is overtime even if you had a short week before hand. So I guess it all

depends if your department goes under their impression of FSLA or if they figure

what the heck, if we get caught, we'll stop doing it " wrong " .

>even though it may be your idea and not your employers

for you to work over one week and under the next. If they

permitted this then unscrupulous employers could start implying

that you should " voluntarily " switch your time when it suited

their needs,<

That... and it's a book keeping nightmare.

Yes... I know... they'll usually say, " we'll just switch " " you

don't even have to put it on the schedule " .

Then, it becomes close to, if not, illegal.

No one ever convinced me it was really needed. My Dispatchers

received good vacation time, comp time, holidays, sick leave,

personal days... If you needed the time, it was nearly always

there... they just didn't want to " waste " a day...

At our agency if its not time that you bid for at shift bid there is a slim to

none chance that you will get the time off. We get 12 vac days a year, and two

holidays every 6 months that we can bid for to get off. As family events and

things you would like to attend come up through the year there is no other way

to get off except by exchange, or hoping there is an extra person on shift that

night (which happens next to never).

So without our exchanges we would be a very unhappy group of employees, and

probably would be an even higher turnover rate.
