You said it yourself, that the person must be responsible for what they use. That being said the reason for the biggest difference of what comes into the states vs. Canada is this: Canada pays for our health care. If something goes wrong when a drug or medical device is approved, the government is responsible and pays for it. In the States, users of the health care system pay for their health care making the responsibility theirs if they purchase something that doesn't work right or affects them if the FDA hasn't approved it. They also have the ability to sue. It relieves the government of all responsibilities. As far as I'm concerned, I still prefer our system of health care to the U.S. At least I can always see a doctor no matter where I go and it will be covered or mostly covered by health care depending what your province covers and how much. In the States, if I have no money or insurance I may be out of luck and suffer for it or possibly subjected to doctors who are not worth their degree or have to look for a free clinic or sponsored clinic where the health care may be sub standard.
