Back to buckle-crunching.... It's when the buckle touches the seat/bars (like on Club Class) on the seat. In an impact there can be too much pressure on the buckle which can cause it to snap. Only the actual belt should ever come into contact with the seat. Bit difficult to explain but should be covered in your instructions.
