I think we need to make sure of what we're saying about this since all of us, or most of us, have regular blood work performed. Did a doctor or nurse practitioner tell you this? Water does not simply dilute the blood you know. It's much more complex than that. From what I gather, water simply helps expand the blood vessels, which helps when blood is drawn. Before testing, just run warm water over the hand with the finger that you plan to stick for the test. When I do that for a few seconds, I seem to have a little better luck in getting enough blood for the job. I can't promise improvement for anyone with the problem, but it's worth a try.
