Discharge question

I have begun staggering our schedule. Help me with

this situation. A PTA is seeing a patient on and must

consult another therapist because the evaluating PT is

not present due to the newly staggered schedule. Does

the consulted therapist have to write the discharge. I

assume the evaluating therapist cannot write the

discharge because he/she was not present. Is that

correct?
