Here is a very detailed report on the high prevalence districts of Bihar, together with the back ground of surveillance, time frame etc. Hope, it would enlighten the discussion.

Sir, Greetings from Welfare India, first of all, I apologies for delay response of your mail ,

Sir, in the reply of the your mail dated 18-7-06 , I have to say that there is little bit confusion in regarding the high prevalence District of HIV/AIDS in Bihar . According to Mr. Pankaj Sinha the High prevalence district in Bihar is Sitamarhi, East Champaran, Khagaria, Kishanganj and Madhubani.

This data is based on TAHA report of 2003,which is three years old and in this report only the Sitamarhi and East champaran name was mentioned

According to NACO ( Report -2005) the district of Araria is high prevalence district of Bihar and then comes Katihar, Kishanganj and East champaran and Sitamarhi.

On 26 March 2006 , Our organization organize a VCTC camp at Redlight area(Kullie-para) in Katihar , at this Camp 54 commercial Sex worker was tested and 17 are found positive . So in these area of Bihar which is north-eastern part of Bihar( Katihar, Araria and Kishanganj ) the HIV/ AIDS Prevalence rate is very high because of these area is touches the international border of Nepal and Bangladesh and most poorer and backwards states of Bihar . There are red-light areas where sex work are going through in their full pace and these districts are also marked as a major trafficking points .

I enclosed some evidence in support of our opinion. Which are down loaded from websites of Bihar states AIDs

Control Society , TAHA and NACO

And in the matter of Anti Retroviral therapy centre going to exists in Muzaffarpur and Patna . It is true, Bihar lacks such facilities and now the patients of Bihar who is seeking such therapy are now benefited lot by it .

And I hope now there is no more death in absence of such facilities
