(as of mid-January 2007) December 31, 2006 Honourable Page HoodUnited States District Court231 W. Lafayette Blvd., 2nd Floor – Room 251Detroit, MI 48226 Dear Your Honour: Re: the Dow Corning Disease Claim word change from 'or' to 'and'I am writing to you both as an individual and as President of Breast Implant Line of Canada in hopes that I can get an explanation from you regarding the Dow word change from '…avocation, vocation OR self-care' to '…avocation, vocation AND self-care' for those who are disabled because of the silicone gel breast implants I would like to know: 1. How was Dow able to 'just change' the wording after the case was settled, signed, claims forms issued, completed, and mailed to the Claims Administration offices by the individuals whose health was damaged? 2. I understand this issue has been before you for more than two years. Is this the case? 3. Will you please share the specific reason or reasons that you have not yet ruled on that seemingly illegal word change? It appears illegal to a lay-person such as me and to each of the health-damaged women who had Dow silicone gel breast implants.

4. Do you have an estimated time as to when you will render a decision? 5. Would you kindly clarify why and how this has been allowed to continue for so long? Many of us already know Dow lied to us about the safety of their product. Many of us are ill. Many of us are DISABLED according to our doctors' definitions and the original definition in this settlement. Many of us are very concerned about our economic situations realized because of Dow's faulty medical devices. Many of us want and need to be heard. I beg of you, your Honour, please, please consider the lives damaged, the additional lives of family members negatively impacted because of that damage, and the further damage ensuing because of the unknown in so many aspects of our lives. So many of us can still dress ourselves and brush our teeth and wash. Yes, we can look after our self-care. But did Dow take into consideration how long it may take us to complete any one of those activities? Did Dow take into consideration how much pain we have to endure to even complete one of those tasks? Did Dow take into consideration the fatigue many of us feel after completing our initial self-care at the beginning of the day, then needing to rest before even going outside our doors? Does Dow even care? We certainly hope and pray that you do care. Most sincerely, S. Joyce Attis, PresidentBreast Implant Line of Canada copy: Sybil Shainwald Sybil Goldrich
