First off you both should relax and not worry about this yet. Infection can cause an elevated PSA, and by the sound of it, the antibiotics seem to be bringing your husband's PSA down. Did the doc do a digital rectal exam (DRE)? If so what were his comments about it? Antibiotics can take 4-6 weeks and some times even longer to clear up an infection. In the meantime the PSA can stay elevated. Ejaculating the night before taking a PSA test can even cause a higher reading. Doctor's used to say that as long as a PSA stayed under 4.0 there wasn't any reason for alarm. These days though, younger men are being diagnosed with prostate cancer with PSAs lower than that. For instance I was diagnosed with prostate cancer with a PSA of 1.0. Symptoms are just as important as PSA. By symptoms I mean things such as frequent trips to the bathroom, blood in urine or semen, chronic lower back pain, or chronic groin pain. I give your doc 10 points for telling your husband he isn't out of the woods yet because he isn't. His situation certainly warrants close monitoring.
