Ruling elites who resist that process end up corrupted by their own need for control. Centralization of power peaked when the printing press was expensive and largely controlled by kings and bishops. That era is gone, forever. The Soviets could not clamp down on information, and neither can the US. In addition, elitism now depends on social connections rather than knowledge. There are millions of people who know a great deal more than any ruling elite, who are too busy keeping their social connections alive, repaying favors, etc. to keep up with knowledge. You're as likely to find Dan's " wise philosopher kings " on the street as in the boardroom or in office.
