Two reasons why a draft is unlikely in the USA:

The only fair draft would have to eliminate deferments for

college kids and neither party wants to step on the toes of the privileged

future voters.

It would also have to include women. Bush is beholden to the

fundamentalist christians and they will scream bloody murder at the thought

of women being drafted.

Who says a draft has to be fair? It wasn't before, when

it allowed deferments for college kids, and didn't even

consider drafting women. If/when the draft comes back,

there's no reason it wouldn't be the same as before.

And I think a draft is probable, whichever party wins

the election, just as NAFTA was passed, even with a

Democrat as President.

The reason for excluding college kids was that higher

education was necessary for officers, and the ROTC pro-

gram paid a lot towards the tuition, which was to be

paid back with several years of active duty service.

The question of drafting women won't even come up.

You are assuming a new draft would have to be fair.

It doesn't, it only needs to provide fodder.

The people who left the draft in effect after " Dubya Dubya Eye

Eye " didn't have a problem with it, why do you think the genetic

and spiritual decendants of those same folks would decide to

have a problem now?

BTW, just because the military is now (more or less) obligated

to accept women, doesn't mean they're obligated to (mis)treat

them the same....
