The FBI does require, when doing crime reporting, the ethnicity of a person.. The entry code is Y, N or U for yes they are Hispanic, no they are not Hispanic or it is unknown if they are Hispanic. This leads to the same perplexity of your question of bi-racial people... just because a persons last name is or does NOT make that person Hispanic! Does any one know if it's still true that if you don't know a persons race when running a criminal history you use W for white as that will search ALL files??? And to add a little levity to this - when I first started out as a call taker, I put in a descriptor of W/W. I still hear the dispatcher hollering at me " what in the world is a WW? " I stood up and said " a white woman " ... well that is what the caller told me!!!! And my first call of a " crib " being robbed, my heart skipped a beat as I thought " Oh lordy, a kidnapping " (a crib is a persons place of residence, I quickly found out via questioning!)
