No " aides " (including PT students) regardless of the level of supervision. Quoting a July APTA online article from the Bulletin, referencing a HCFA letter: " ...Tom Hoyer, a HCFA official responsible for SNF Part A services, wrote a letter (dated November, 1999) to the TriAlliance... " " In the Hoyer letter to the TriAlliance regarding the counting of student minutes in the SNG under Part A, HCFA also made a reference to services provided under Part B Medicare. " Specifically, in the letter HCFA stated that, 'In the SNF Medicare Part A requires that at (sic) therapy aide must be directly supervised by the qualified therapist while he/she is providing any rehabilitation service to a beneficiary. " In contrast to this policy, in order for therapy services to qualify for coverage under the Part B Medicare benefit, they may not be provided by therapy aid (sic) regardless of the level of supervision provided by a qualified therapist. " Later, " ...the settings which are covered under Part B include: rehabilitation agencies, comprehebsive outpatient rehabilitation facilities, private practice physical therapy offices, outpatient hospital departments, skilled nursing facilities Part B (in circumstances under which the patient does not qualify for the Part B covered stay)...
