Don't let her decision frustrate you too much. The phrase "You can lead a horse to water but you can't make him drink it" truly does hod true and you have to remember that everyone is entitiled to their decision no matter how right or wrong it is. I have walked this path too many times. Hand her the information about both for her to read, support her, and help her. Oh yeah and be there to pick up the pieces of her TBI when she is done beating it. Anything you do as far as NFB will help her after her treatments.
