They cannot 'deny' him service, because the principal has plans. Get EVERYTHING in writing, everything. Make them write it into the minutes, if they refuse you have an option to disagree and wait 10 days. You need to read IDEIA 2004 and get a 'side by side law' from TEA Special Ed -it's free. This is outlined according to topics and explains the federal requirements and the state obligations.
