It may depend on what state you are in; my state has specific regulation that actually makes it discretional, but legal for an SD to bar taping except when it can be clearly shown that the parent will not be able to exercise their rights in an IEP meeting without taping. That may be the exception, rather than the rule. " Taping Your Team Meeting " --specific to MA but does reference states that do have legislation re: taping of Team meetings.
