1.5 Yr old Lab with B hip dyspasia and compression fx T11

I need some advice on what do with this dog so any suggestions are welcome. I have a 1.5 yr old lab with B deep pain sensation and the ability to control both bowel and bladder. He is currently non ambulatory and appears to be painful. I dont have access to an underwater treadmill. Any ideas? Thank you!

The injury is less than two weeks old and has deep pain sensation. Neuro dx is based on surgeon report. No active movement of his back legs. Thanks for your interest.
