...don't know anything about the act...I'm a west coaster... but

just wanted to say how great it is to hear how good is doing!!!

And by the way...Oobi gives me the creeps...heehee!!! (I also have a 2 yr

old!!)

Hello-

I hope everyone is doing well. It has been quit a while since I

have posted anything. I have been busy going back to college for my

Special Education degree. I was wondering if anyone remembers Mills v.

Board of Education of D.C., I am researching it for one of

my classes. It was the beginning for Free Appropriate Public

Education (FAPE). Obviously I know what this means, but I was

wondering if anyone that remembers when it happened, how it made

them feel and how it changed their lives. If someone would share

with me their reactions that would be great.

Just to update all of you who don't remember or know me I am 24years

old and mother to who is now 2. is doing very well,

she definately has that independent terrible two thing going on, but

not all the time! seems to be really into the Lion King,

babies and Oobi! This summer she learned how to go down the slide

by herself and she learned her colors! My husband is also going to

college for Graphic Design and should be finished in May! Our lives

are busy but I wouldn't change if for anything! Thanks for anyone

who replys to this.

FAPE became law in 1975 (PL 94-142, which has since been renamed IDEA).

Mills was early 70's -- maybe 1971? If I'm not mistaken, Mills was the case

where a disproportionate number of students with special needs in

Washington, D.C. were being expelled from the public schools and the Supreme

Court said that was a no-no. I'll have to check my notes to be sure,

though. Sometimes I get Parc and Mills mixed up, but I believe Parc was in

Pennsylvania (I believe PARC actually stands for Pennsylvania Association of

Retarded Citizens). It was also in the early 70's, though, I believe.
