EPA put out a fact sheet on PCBs in caulk as well: EPA-747-F-09-003 Fact Sheet for Schools: Caulk containing PCBs may be present in older schools and buildings If you can't find it - email me for a PDF version. 2. PCBs were used as plasticizer in paints, coatings on galbestos sheets, glazing, caulks, sealants, gaskets, ductboard mastic, etc. I have formulae dating to the 1930s. 3. I have done a reasonable amount of work in the area of paints and PCBs in general (liquid, groundwater, soil, contaminated components) and I have a few comments: a. I find it deplorable that they report this as a significant risk without any risk assessment work to demonstrate how much leaches and what is estimated dose is compared to the MRL (Minimum Risk Level as published by ATSDR). b. They have data on paints and have rules under TSCA already for surfaces, but fail to mention that, or even apparently to make use of it. c. I have data on ca. 2,800 samples of others and my own 300+ dermal, surface, and air (solid and vapor) during removal (including blasting) and haven't seen the risk.
