I would tell Freddie "I'm leaving and I want you to come now. I will not wait for you." Once he saw I wasn't playing around he chased me down the sidewalk yelling "wait". Of course my mom or someone was out there with him. He got it really quick that mommy wasn't messing around. It was also a great way to teach him how climb into the car and to buckle himself in!! The mall was a little tough at first but he came around there too. Lots of walking back to get him on my part. We made it through that phase and now he walks the mall on his own either in front or behind me. If he wants to go into a store he will yell out to me to get my attention. I think I just approached it the same way I would have with a typical child.
