Credits for Medicare

Does anyone have information on how a patient who is on dialysis can

enroll with Medicare if they have less than 40 credits. I have

something from social security outlining the cost for people but not

anything referencing entitlement? Do the same entitlement rules apply?

Does anyone have any resources regarding this?
