I am a lifelong Texas educator (teacher, administrator, and TEA program

specialist in Compliance and Accountability---which included special education).

In all my training through the years, I have been told over and over by lawyers

that specialize in the area of school law that special education laws do not

require that the educational system sees to it that the child lives up to his

" potential, " but rather that the education is appropriate to his needs and is

delivered in the least restrictive environment.

Of course, I wish with all my heart that the educational system of special

children would be required to see to it that their potential was recognized,

respected, and reached. But that is not what the law requires, and the new TEA

head is opening her remarks to an interpretation that she surely didn't intend,

and that the current federal and state funds cannot provide.

Just my experience and opinion-----------

Love and warm wishes to all of you wonderful parents who care so much for your

children and grandchildren-----------

Galena Park/TEA

The new head of TEA is the Galena Park ISD Superintendent, Shirley

Neeley.

At a news conference yesterday she stated: " We must never, ever

accept failure, mediocrity, the status quo or excuses. " Another news

article quotes her as having said: " We must bring out the best in

each and every child who walks through our schoolhouse doors each and

every day. We must guarantee them a first-class, world-class,

exemplary education. "

To me, these statements fly in the face of the Cadillac/Chevrolet

adage we so often hear as parents of autistic children.

Has anyone had any experience(s), either with Galena Park ISD or with

Shirley Neeley that would indicate her stance on special education in

general, and autism in particular? Do they really walk this talk, or

is it just empty rhetoric?

At the very least, we all should be contacting her and demanding

the " first-class, world-class, exemplary education " for our autistic

children that many of us feel that we have been denied.
