In all my training through the years, I have been told over and over by lawyers that specialize in the area of school law that special education laws do not require that the educational system sees to it that the child lives up to his " potential, " but rather that the education is appropriate to his needs and is delivered in the least restrictive environment. Of course, I wish with all my heart that the educational system of special children would be required to see to it that their potential was recognized, respected, and reached. But that is not what the law requires, and the new TEA head is opening her remarks to an interpretation that she surely didn't intend, and that the current federal and state funds cannot provide.
