Regeneration Policy Statement, 28/02/06

ish Executive policy statement on regeneration. In this policy

statement the Executive outline the ways in which they plan to tackle

matters including poverty and disadvantage. The plans include targeting

action to regenerate the most deprived neighbourhoods. This will mean £24

million to 2008 to tackle vacant and derelict land and £1.2 billion to 2008

to provide 21,500 affordable homes.

National fostering strategy, 22/03/06

Peacock, Minister for Education and Young People, has said that

Ministers have asked ish Executive officials to develop a national

fostering strategy. The Executive want to encourage more families to

consider fostering. The Minister said that the Executive will seek more

powers from Parliament to give ministers the ability to support fostering

more effectively.

Progress on Dental Action Plan, 16/03/06

Deputy Health Minister Macdonald has said that progress has been made

in tackling Scotland's poor oral health. A year has passed since the

three-year action plan was launched. The minister, speaking during a visit

to an Edinburgh dental centre, said that the ish Executive has

increased incentives for dentists to stick with the NHS and increased the

number of salaried dentists. He said that in 2006-07 there will be free

dental checks for all NHS dental patients from 1 April.

New Childcare Scheme, 16/03/06, [W]

A new scheme has been approved by the Minister for Education and Lifelong

Learning, Jane son whereby parents who use nannies in Wales will be

able to access tax credits or childcare vouchers. Children who are cared

for by registered childminders or registered playgroup, nursery or out of

school club already benefit from these advantages. The scheme will require

nannies to have appropriate qualifications and to undergo an enhanced CRB

check. The scheme will be consulted on with a view to being in place for

the 2007-2008 tax year.

Rise in suicide calls received by Childline, 15/03/06, [W/E/S/NI]

Childline revealed on the 15th March 2006 that there has been a 14%

increase in calls received from suicidal young people in the UK. The

helpline, which is now part of the NSPCC wants the Department of Health to

work with the ish Executive and the Welsh Assembly Government to carry

out in-depth research into young suicides in order to provide help and

support for young people who contemplate suicide. It also calls for every

school to have a member of staff who is responsible for the mental health

and well-being of children and young people together with counselling

services and schemes in place which help children and young people to

support each other.

Launch of half price bus travel for young people scheme in Wrexham,

On the 9th March 2006, Minister for Economic Development and Transport,

Davies launched a new pilot scheme that allows young people between

the age of 16 and 18 to travel half price on buses in North East Wales. The

pilot scheme will also be launched in Bridgend at the end of March and will

Home Affairs Committee: Committee announces inquiry into young black people

and the criminal justice system 03/06 [E/W]

The Home Affairs Committee has announced that it will hold an inquiry into

the relationship between young black people and the criminal justice

system, focusing particularly on public perceptions of criminality among

young black people and the reasons for their over-representation in the

system. This inquiry will seek to establish whether patterns of criminal

behaviour amongst young black people differ in any significant way from

patterns of crime amongst other young people and whether any specific

policies are required to tackle this. The inquiry will examine other

possible causes of young black people's over-representation in the criminal

justice system. For the purposes of this inquiry, the Committee will focus

on young people whose cultural background is associated with the ONS Census

ethnicity category 'Black or Black British', which comprises 'Caribbean',

'African' and 'Any other black background'. The Committee does not aim to

be restrictive and would welcome evidence as to the relevance of these

categories.

The Committee is seeking written submissions, before it takes oral evidence

on this inquiry. Organisations and individuals interested in making written

submissions are invited to do so by Wednesday 26 April 2006.

Estimates of the numbers of people living in low income households in

Scotland. The figures show that in 2004/05 the number of children living in

absolute low income households before housing costs was 100,000. This was a

decrease of 69% since 1996/97. In 2004/05 the number of children living in

low income households after housing costs was 130,000. This is a decrease

of 65% since 1996/97.

Youth Matters: Next Steps 8/3/06 [E]

The government has published Youth Matters: Next Steps, the response to the

consultation on the Youth Green Paper. The document sets out the

government's plan for implementing the vision it set out in Youth Matters

for making improvements to services for young people, and its commitment to

empower young people to make choices and influence decisions about

facilities and services locally. Consultation on Youth Matters ended on 4

November 2005, with over 19,000 responses from young people. About 1,000

responses were received from professionals, parents and organisations. In

addition, the government has collected views through consultation with

'hard to reach' young people and their parents, and through regional events

involving local partners.

Inequality and the Stereotyping of Young People – The Equality Authority

This report investigates the negative stereotyping of young people in

Ireland. It includes the findings of research into the experiences of young

people and their perceptions of how they are regarded and treated by

adults, as well as the results of a case study of the stereotyping of young

people in Irish media. It attempts to put the nature and impact of

stereotyping into a theoretical context, and presents the empirical results

of a selection of relevant research form a number of other countries. On

the basis of the research findings in Ireland and elsewhere it makes a

number of recommendations for ways in which the negative stereotyping of

young people might be countered.

Safeguarding Vulnerable Groups Bill published 01/03/06 [E/W]

Tough sanctions including penalties of up to five years in prison and fines

of up to £5,000 will be extended to a wider group of employers as part of

new legislation to establish a centralised vetting system for people

working with children and vulnerable adults. Employers, including for the

first time those operating internet chat rooms, will be committing an

offence and will face penalties if they employ people to work with children

and vulnerable adults that they know are barred. The most serious cases

where there is evidence of serious collusion could result in a maximum

penalty of 5 years in prison. The Bill relates to a key recommendation of

the Bichard Report: 'New arrangements should be introduced requiring those

who wish to work with children, or vulnerable adults, to be registered. The

register would confirm that there is no known reason why an individual

should not work with these client groups.'

The Safeguarding Vulnerable Groups Bill was introduced to Parliament on the

28th February 2006. The Bill makes provisions for a new vetting and barring

scheme for those who work with children and vulnerable adults so as to

minimise the risk of these groups suffering at the hands of those employed

to work with them. The main provisions made in the Bill include:

· The formation of two aligned barred list- the “children’s barred

list†and the “adults barred listâ€

· The establishment of and Independent Barring Board (IBB). This Board

will maintain the above lists and make decisions relating to whether

individuals should be included in the lists

ish Parliament agrees to the general principles of the Parental

Involvement Bill, 22/02/06

During the meeting of the ish Parliament on 22 February 2006 MSPs

agreed to the general principles of the ish Schools (Parental

Involvement) Bill. The objective of the Bill is to modernise and strengthen

the system for supporting parental involvement in school education.

Education secretary Ruth published the Safeguarding Vulnerable Groups

Bill which makes it an offence for employers to take on staff to work with

children or vulnerable adults that they know are barred. There are a no.

and 44.

This UK wide bill published by the government has a number of provisions

relating to Northern Ireland. The following provisions extend Northern

Ireland— section 147, sections 157 and 158, sections 161 to 165 and section

167.
