The scheme will require nannies to have appropriate qualifications and to undergo an enhanced CRB check. This inquiry will seek to establish whether patterns of criminal behaviour amongst young black people differ in any significant way from patterns of crime amongst other young people and whether any specific policies are required to tackle this. The inquiry will examine other possible causes of young black people's over-representation in the criminal justice system. For the purposes of this inquiry, the Committee will focus on young people whose cultural background is associated with the ONS Census ethnicity category 'Black or Black British', which comprises 'Caribbean', 'African' and 'Any other black background'. The Committee does not aim to be restrictive and would welcome evidence as to the relevance of these categories. The Committee is seeking written submissions, before it takes oral evidence on this inquiry. Employers, including for the first time those operating internet chat rooms, will be committing an offence and will face penalties if they employ people to work with children and vulnerable adults that they know are barred. The most serious cases where there is evidence of serious collusion could result in a maximum penalty of 5 years in prison. The Bill relates to a key recommendation of the Bichard Report: 'New arrangements should be introduced requiring those who wish to work with children, or vulnerable adults, to be registered. The register would confirm that there is no known reason why an individual should not work with these client groups.'
