Guest guest Posted April 12, 2006 Report Share Posted April 12, 2006 Resolution in Support of (MA) House Bill H 4766 Boston City Councillor Chuck April 12, 2006 Whereas, Representative Koutoujian has filed a bill, HB 4766, in the Massachusetts House of Representatives cosponsored by 22 Representatives and 6 Senators focused on the problem of “sick†school and other public buildings; and Whereas, a hearing was held by the Joint Committee on Public Health on HB 4766 on Monday, April 10, 2006; and Whereas, the committee will soon vote on whether to report out HB 4766; and Whereas, the bill would require public building owners to establish preventative maintenance programs and complaint procedures, visually inspect all public buildings on an annual basis, conduct comprehensive building conditions surveys every five years, and keep records of complaints about building conditions and building related illnesses; and Whereas, the bill will require the Department of Public Health and Department of Occupational Safety to establish standards concerning conditions that affect indoor environments I public buildings; and Whereas, the bill would require owners of public buildings to develop work plans before starting renovation projects to minimize the impact of the renovation on occupied parts of the building; and Whereas, the bill will give Department of Public Health and Department of Occupational Safety the authority to investigate complaints of non-compliance with and to enforce the requirements of the law and associated regulations; and Whereas, provisions of the bill would aid cities and towns throughout Massachusetts struggling with this very difficult issue; Therefore Be It Resolved, that the Boston City Council urges that the Commonwealth of Massachusetts Joint Committee on Public Health to report out favorably HB4766; and Be It Resolved, that the Boston City Council urges the Massachusetts State Legislature to pass the bill.
