It won't be for everyone, certainly not a PIR 1-3 or maybe most 4s. But anyone severely impacted or who experiences life threatening reactions should have one. E.g. asthmatics carry inhalers, alleric people carry epi-pens. What sort of actions would be helpful when severely impacted by exposures whether mold, chemicals, dander, dust, pollen, paint, perfume, pesticides, etc? Should we have a plan for housing? Could we generate a list of recommendations for others?
