Vern,

Excellent rewording to delineate that the rule is specifically dealing with insurance re-imbursement. I'll make one minor gramatical correction to the second page, second paragraph (changes are highlighted in diff color ink):

It will be considered equally unprofessional conduct if a chiropractic physician in the act of performing independent medical exams (IME), defense medical exams (DME), or external file/paper reviews, continually and consistently disregards these same outcome parameters.

Make 'unprofessional conduct' large and bold for the dme dr. like it is for the treating dr.
