I guess it means when someone thinks they are saying or doing something clever when in fact it's silly/inane. Can anyone add to this? I know what you mean though by dippy. When I think dippy, I think of Goldy Hawn from her Laugh In days. Or think of Suzanne Somers when she was on Three's Company.
