This one is not true. You can check it out at www.snopes.com for a

full debunking. But quick and easy give away is that Federal bill

are numbered with 'S' if they are Senate bills and 'HB' if they are

House bills with nary a 'P' in sight.

Now, Bill Gates has proposed a kind of tax or time tax on e-mail as a

way to eliminate spam. His thinking is that a penny an e-mail isn't

much to you or me, but to spammer sending out millions of mails at a

pop, it would add up. But his alternate proposal was that for ever

mail sent the sender would have to do a quick math problem. Again,

not too much trouble for those who are just social, but cumbersome if

you are sending millions of mails at a time. But this is a Bill

Gates proposal, NOT a federal government proposal.

I love " Snopes " , which is actually called Urban Legends Reference

I heard the proposal about doing a math problem to send an e-mail. I

think this is not a very good idea. There are a lot of elderly and

people who are barely computer literate who would find this to be an

insurmountable obstacle IMHO. I don't think much of charging to

prevent spam either. If someone had been infected by a Trojan Horse

they could wind up icurring charges that they would then have to try

and get reversed. Besides, the spammers would probably just come up

with a way around any of these roadblocks.

For the most part I agree with you. It's an interesting idea, but it

has too many holes, somewhat like the man's programming.

Personally, I like the new system on where you have to type a

word that you see distorted against a checked background. But it

would get combursome to do that for every e-mail.
