These items from the January '03 Oregon Health Forum...

" Earl Blumenauer...believes the impact of caps on non-economic damages in

California is not an effectvie solution to rising malpractive costs... " and

" Defazio...recent studies show a correlation between increases in

premiums and the bond market, whereas ther'es no proven link between

increases in premiums and jury awards. "

These guys get it. " Tort reform " is a smoke screen for bad underwiting and

investment deceisions by insurance companies.
