Somebody's talking about FOs which are not labeled skin safe, not necessarily all FO's. Some people prefer to use only EOs for the therapeutic benefits, and you should never buy candle scent at 's and then make massage oil out of it. It's not for cosmetic use. FO are not used in lip balms either. Flavoring Oils are generally used in Lip balms since they are FDA approved and GRAS, generally regarded as safe.
