I know that I have been inundating IPADD with posts about the unions and this

election. If I had any other line of communication with personal support

workers, I would use it. I promise to be respectful and make sure the subject

clearly identifies the email as union related.

Like many of you, I will be so glad when this is over.

Once again, Mr. Ken Eggers of the American Arbitration Association has referred

my complaints to you. Ken clarified that the AAA is only the gatekeeper of the

complaints and concerns and he is instructed to forward them all to you.

However, I am confused as to why Mr. Eggers has contacted both AFSCME and SEIU

telling their representatives that he has received complaints that union

organizers are attempting to take ballots from the personal support workers. He

admonished them and reminded them that this is unacceptable.

So is Mr. Eggers/AAA, only the gatekeeper? Is the AAC only responsible for

mailing ballots, collecting ballots, tallying ballots and certifying a winner?

Who is responsible for ensuring a fair and honest election?

Further, THERE ARE FOUR PARTIES INVOLVED IN THE ELECTION TO DETERMINE THE

EXCLUSIVE REPRESENTATION FOR THE PURPOSE OF COLLECTIVE NEGOTIATION FOR State of

Illinois Personal Support Workers.

1. the State of Illinois

2. AFSCME Council 31

3. SEIU Local 73

4. NO UNION REPRESENTATION

However, there is no one acting on behalf of those personal support workers who

did NOT and do NOT seek exclusive representation. No one but me.

As I understand, Mr. Eggers and you have both been providing information about

the reported concerns and complaints to both AFSCME and SEIU. I would like this

information as well. All of it. If this requires an official request under the

FOIA or any other official request process, please advise me of such.

Finally, I ask that the attached letter sent by SEIU be reviewed and considered

FAR beyond the scope of neutrality that your office and DHS require. It is a

blatant threat to intimidate people into silence. Actions like this must cease

immediately. Shame on SEIU for resorting to such strong-arm tactics.

receiving calls and emails from personal support workers concerned about the

secret mail box ballot process. Many of the personal support workers do not

consider English their first language. They are from countries where secret

ballots in envelopes with names and addresses on them are not secret. Add on the

robo calls threatening personal support workers to protect themselves from

becoming party to illegal activity and to protect themselves against voter fraud

and it is their choice to vote or not – well, you might better understand

their fear.

There is no lunchroom or workplace bulletin board to post information about the

secret ballot process. There is no way to reach all of these concerned people

and explain to them that their secret ballot, once received, will be separated

from identifying Business Reply Mail envelope and mixed into the rest of the

secret ballots.

People are reporting they are either not voting or “whiting out†their

identifying information, which unknowingly will invalidate their vote.

I believe this is a strong enough reason to stop this election until a point

that all parties involved are satisfied that the voters have been sufficiently

educated and a neutral contact point for the flow of timely and accurate

information is established.
