Leaders in The Arc:

I have been invited by Governor Quinn to meet later today to meet with his staff

about the report of the Taxpayer Action Board. This board appointed by the

Governor to streamline government services has offered many recommendations on

Medicaid and the increased use of managed care. The report also makes many

recommendations about increase support for community options in the disability

community.

'Reduce the Number of Individuals with Developmental Disabilities in

Institutional Care'

Taxpayer Action Panel Wants Greater Support of Community Options

SPRINGFIELD - A blue ribbon panel appointed by Gov. Pat Quinn to study state

finances recommended closing the Howe Developmental Center in Tinley Park and,

over the long term, expanding community supports and services for individuals

with developmental disabilities.

The Taxpayer Action Board, appointed in March, was charged with the task of

identifying " opportunities that can guide Illinois toward long-term, sustainable

fiscal health. " In its report last week, the board said " Illinois relies

disproportionately on high-cost institutional settings rather than less costly

community settings or shared living environments to serve the needs of these

individuals. "

The report described those relative costs in detail, noting the average annual

cost per individual in each respective setting:

· $186,573 at Howe Development Center, a de-certified

facility serving 289 adults

· $142,533 at the state's other institutions for individuals

with developmental disabilities, which provide services for more than 2,000

individuals

· $57,428 at some 300 private intermediate care facilities

serving 5,648 individuals with developmental disabilities

· $53,291 at approximately 200 community-based

organizations, which provide services to 7,240 people with disabilities

· $19,852 for some 3,055 people with disabilities receiving

home-based services

The governor's Taxpayer Action Board concluded that Illinois " should immediately

begin pursuing aggressive strategies to reduce the number of individuals with

developmental disabilities in institutional care. "

" According to recent state comparisons,13 Illinois ranks at the very bottom -

51st - out of all states, including the District of Columbia, in serving adults

with disabilities in settings of six persons or less, " the board noted.

" We believe that every individual with developmental disabilities should be

given a meaningful choice to live and remain in his or her community, " the board

concluded. " Many of the beneficiaries who are currently being served in

high-cost institutions in Illinois could be served in the community with quality

services at a much lower price. "
