I have been pondering a lot about the " anthrax " injustice for the book. I

can now rest easy knowing that I will receive the necessary information from

those living the injustice. I hope the book when it hits the public will do

its part to bring the issue onto the floor of the Congress.

" ...We initiated the on-line petition approximately six months ago. We are

confident, in time, the petition will receive the attention it deserves in

the United States Congress. Of course, to bring about change in our

government it takes " strenght in numbers " , so, if you could please pass the

word on about this important initiative to your family and friends we would

be truly grateful.

At the present time, I am preparing my manuscript for " Wake Up Call: " A

Demand for Fairness and Justice in the Department of Veterans Affairs " .

" Beyond the Scope of Justice: The Chilling Effects of the Feres Doctrine in

the United States Armed Forces. " In this book I explain " systemic abuses "

that occur within the military's legal and medical systems under Public Law,

Title 10, U.S.C et seq., due to the " Feres Doctrine " . The book is

predicated upon abuse in the military's mental health system (medical

malpractice) and the evidence used to support the book is filed with the

United States Supreme Court. Additionally, I participated in ABC 20/20's

October 1999 expose' " An Abuse of Power? " which addressed this issue.

In " Wake Up Call " , the book will focus on abuses and denial of bona fide

service-connected disability claims within the Veterans Administration. I am

searching for veterans or their surviving loved ones who feel they have been

denied " due process of law " to address the above stated reality. If you

possess evidence establishing a prima facie of either abuse or denial of

benefits and would like your story to be considered for placement in book,

please e-mail me at tverpa@.... To be considered, you must provide us

with evidence to meet the " civil " defination of " preponderance of the

evidence " . That means, " general standard of proof in civil cases ...where it

is more convincing to the trier [of fact] than the opposing evidence ... It

thus refers to proof which leads the trier of fact to find that the exisence

of the fact in issue is more probable than not. "
