WBC in healthy individuals

I would like some input on the following and I will be most grateful.

If a healthy individual has a WBC of around 12 and has been taking steroids for other medical reasons for 2 weeks, would it be that a reason for the increase in WBC from the normal range, or should one be concerned and investigate it more?
