It is the flowers & berries (skip the leaves) I usually pour about an inch or 2 above the "Mashed down" herbs"... it depends on the quantity I'm making... Carl is using them for his heart and we just use the dried berries and make them into a tea as needed much simpler than making tincture. I made a heap of tincture but it all got thrown out cause I only will use ACV and it was so much easier for Carl to just have tea.
