I think a more modern vision is to provide services where folks are instead of having them come to a particular place. That would allow for a casemanager, social worker, etc. to go to the jail if that's where the person is at who needs services...or under a bridge, or at a coffee shop or in someone's living room. In Denver, they tried to have intensive Case Management services available 24/7. They came close for those who were able to be accepted into the program. Acceptance or " enrollment " was automatic when the program started for those who had previously been identified as the " High User Group " euphemistically known as the HUGs. There are other places around the country (mostly in urban settings) where similar programs have existed but I'm not sure where they stand today with budget cuts and other misfortune.
