All they need to do is just be sure that ALL NEW people that sub to the list are put on moderation. To All, set up this list in the late 1990s. He used to post here, but we have not heard from him in a long time. Who needs it? But there is NO reason than can't better police the garbage passing through its front door to get to the mailing lists. I think this list is running on auto-pilot.
