There would be a lot less violent crime if it were legal. I'm strictly liberatarian on this. As for the Rife. I'm leaving for South America in 3 weeks, we'll see how broke I am when I return. I don't have one yet, so I can't speak from experience. But that 60 Minute clip made it seem like it was brand new technology.
