For lamb and mutton, the commercially available grades are limited to Prime and Choice. Lower grades (Good, Utility, and Cull) may be used in other products but are not sold as is as food. The long blurb you gave us from PHP said it was from animals that had been carefully sequestered from Mad Cow disease. There would be no reason to keep sheep from Mad Cow. The equivalent transmissible spongiform encephalopathy in sheep is called scrapie. Considering their statements about USDA grades, it would not be too surprising to find that they did use sheep that have not been exposed to Mad Cow.
